What is the 602 Program?

Under Penal Code section 602(o), a property owner (or authorized agent of the property owner or lessee) who submits a notarized request can give the Long Beach Police Department (LBPD) the authority to warn, cite or arrest trespassers, even if the owner or agent is not on the premises at the time. By enrolling in this program, business owners can post an approved “No Trespassing Sign” which then gives the LBPD the authority to warn, cite, or arrest trespassers, even if the owner or agent is not on the premises at the time.

What happens if you don’t file a 602 form for your property?

If you or someone else sees someone trespassing on your property (even on camera), the LBPD usually can’t take enforcement action unless you’re physically present and willing to sign a trespass arrest. That means officers may respond, but in many cases they’ll only be able to ask the person to leave, not cite or arrest them, because there’s no pre-authorization on file. The 602 form gives police advance permission to act on your behalf when you’re not there.

Example: Ongoing theft or break-in attempts
You notice someone repeatedly coming onto your property, testing doors or gates, and are concerned about the safety of your business when you are not there:

  • Without a 602: LBPD can impose limited action unless you show up and press charges.
  • With a 602: LBPD can intervene and potentially cite or arrest, creating a stronger deterrent or preventing the perpetrator from returning

Example: Dumping or misuse of private property
Someone is using your dumpster area, alley, or lot without permission:

  • Without a 602: LBPD Can issue a verbal warning or ask the person to leave
  • With a 602: Enforceable trespass, which helps stop repeat offenders

  1.  Post No Trespassing Signs in visible areas on your property (you can purchase at Zaferia’s ACE Hardware)
  2.  Contact the Zaferia Business Association by emailing director@zaferia.org to set up a FREE notary appointment
  3.  The ZBA will file the form with the LBPD
